As part of a siding repair job, I uncovered some serious issues with the adjoining deck. Every other joist sits ON the outermost portion of the block, but the rest of the joists were simply attached to the face of the wood siding with joist hangers and 1 5/8″ screws.
The deck-to-block connection is done with a ledger board attached to the block using sleeve anchor bolts. The bolts have a special sleeve that expands inside the block when the head is tightened against the face of the ledger. Once you hang the ledger, joist hangers attach to the ledger for hanging the deck joists.

If it is a ground level, why attach to the wall at all? Unless you just want some superficial attachment to keep a gap from forming between the house and the deck. If that is the case, just about kind of screw/anchor intended for the purpose will work.
